Additional info:
Installing a manually downloaded from x86 python-pygments-1.4-9.el7.noarch.rpm is a workaround

This happens as well on ppc64le -> Bug 1368179 Submitted

ppc46 is not among the supported architectures for EPEL 7: https://docs.fedoraproject.org/en-US/epel/#what_packages_and_versions_are_available_in_epel
