Calling PUT /api/hosts/:id with subscription_facet_attributes containing both installed_products and facts will trigger a second dynflow action.

Verified with Satellite 6.3 SNAP 11: satellite-6.3.0-16.0.beta.el7sat.noarch , tfm-rubygem-katello-3.4.4-1.el7sat.noarch.

No longer seeing a second dynflow action.
