How reproducible:
100%

Steps to Reproduce:
1. Create multiple IPoIB interfaces using P_Keys for part of them
2. Make all network config files us static IP addressing
3. Reboot machine

Actual results:
The wrong interfaces will get IP address.  NetworkManager is failing to match the configuration with the interface.

Expected results:
Each interface will be up and have the proper static IP address

Additional info:
Failure to match interfaces can be demonstrated by the following error from the command line:

[root@rdma-storage-01 network-scripts]$ ifup mlx4_ib0
Error: Connection activation failed: qib_ib1.8005 failed to create resources: Parent interface (null) must be an InfiniBand interface

As you can see, I tell it to work on one interface, it tries to activate an entirely different interface

I think using dhcp hides the problem as the interface ends up getting the right address even if it's started based on the wrong config since the address is handed out by the dhcp server.  But, I have noticed (and was going to file a bug about) that dhcp based interfaces were becoming unreliable as to whether or not they would all get started.  This problem would explain that since if the wrong configuration file is used to start the dhcp interfaces too, then only some would get started depending on when the child interfaces for P_Key devices are created and whether or not the right P_Key interface exists when the config for that interface is processed.

I can confirm that the final 1.2.0 release fixed this bug.

This bug appears to have been reported against 'rawhide' during the Fedora 25 development cycle.
Changing version to '25'.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all

Fedora 25 changed to end-of-life (EOL) status on 2017-12-12. Fedora 25 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.
