Description of problem:
To allow using Cockpit for network administration, vdsm need to allow NetworkManager to run.
This bug is solely to allow NetworkManager and vdsm running alongside.

This does _not_ mean that:
1. vdsm uses NM configuration files
2. vdsm uses NM to manage interfaces

This can be seen as a dupe of bug 1326798 - but bug 1326798 covers the implementation detail, whereas this bug does not care.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.
