Description of problem:

Compile rt-tests with HAVE_PARSE_CPUSTRING_ALL to use
numa_parse_cpustring_all() which can parse all cpus
instead of
numa_parse_cpustring()
which can only parse cpus in the current cpuset.

This is needed to run cyclictest on isolated cpus

In addition to explicitly compiling with HAVE_PARSE_CPUSTRING_ALL, this is also the default now.
