Tested on client rhel 6.9 with spice-gtk-0.26-8.el6
guest rhel 7.3, rhel 6.9
two client's monitors
 - connected to Guest in fullscreen
 - pressed alt-tab while mouse cursor on either monitor
Alt-tab menu of Guest appeared in both cases.

Moving to VERIFIED state
