Description of problem:

If the theme is not present when packaging foreman core, the branded images will not be served.

How reproducible:


Steps to Reproduce:
1. package foreman without the theme 
2. Spin up a server, observe the foreman logo on login screen.

tested on snap 19.1

This change is a packaging/initialization change to fix branding issues (confirmed w/ ehelms).

I verified the branding looks as it should and is loading, marking as VERIFIED.
