Description of problem:
quick-installer will always let users input the proxy hostname and the no_proxy hostname even the users press Enter to ignore it intently.

How reproducible:
Always

Steps to Reproduce:
1.Run "atomic-openshift-installer install"
2.Press Enter when prompting the messages below:
Specify the hostname for your proxy? (ENTER for none):
Specify the hostname for your proxy? (ENTER for none):
3.Press Enter when prompting the messages below:
List any hosts that should be excluded from your proxy. (ENTER for none): 
List any hosts that should be excluded from your proxy. (ENTER for none): 

Actual results:
For step 2 and 3: Press Enter can't ignore those steps until input a hostname.

Expected results:
Press Enter could pass above steps normally.

Verified with atomic-openshift-utils-3.0.87-1.git.0.7f67d5d.el7.noarch

Could pass the proxy step when press Enter

Move it to verified.
