Description of problem:VM Reconfigure requires manual shutdown and startup


Version-Release number of selected component (if applicable):5.6.0.4-beta2.3


How reproducible:100%


Steps to Reproduce:
1.provision appliance
2.add vsphere provider
3.create new vm
4.select new vm 
5.go to configuration -> reconfigure this vm
6.change settings and hit submit


Actual results: request fails with error due to vm not powered off


Expected results: proposed option to shutdown vm prior to changes and start back up afterwards.

This bug has been open for more than a year and is assigned to an older release of CloudForms. 
If you would like to keep this Bugzilla open and if the issue is still present in the latest version of the product, please file a new Bugzilla which will be added and assigned to the latest release of CloudForms.
