Once confirmed upstream, this can be closed as "NOTABUG".

Change "scaleRef" to "scaleTargetRef" is working. 
And I would like to say the error message is not useful.

Merged upstream https://github.com/kubernetes/kubernetes.github.io/pull/452.

At the same time the fix is documentation only, not related to kubernetes build in RHEL. Thus CLOSED -> NOTABUG.
