Description of problem:
RHEL 7.3 Server is installed on several platforms: x86_64, ppc64, ppc64le, and s390x.
RHEL 7.3 Workstation is installed on a physical machine: x86_64.

A user "test" is added to each system. The user is granted administrator rights and is included in sudoers' list.
When I start GNOME control center, I select Details -> Check for updates -> tab Updates.

On all systems with RHEL 7.3 Server, updates are not allowed.
Message: Updates are automatically managed
On RHEL 7.3 Workstation, updates are allowed and listed in "Updates" tab.

RHEL 7.3 Workstation x86_64 has:
    gnome-software-3.14.7-2.el7.x86_64
RHEL 7.3 Server ppc64 has:
    gnome-software-3.14.7-2.el7.ppc64
RHEL 7.3 Server ppc64le has:
    gnome-software-3.14.7-2.el7.ppc64le
RHEL 7.3 Server s390x has:
    gnome-software-3.14.7-2.el7.s390x
RHEL 7.3 Server x86_64 has:
    gnome-software-3.14.7-2.el7.x86_64

How reproducible:
Always when logging to a GNOME session as user with admin rights.

Steps to Reproduce:
1. Log in to a GNOME session
2. Start GNOME control center
3. Click on Details -> Check for updates -> tab Updates

Actual results:
Updates are not allowed on RHEL 7.3 Server on all platforms.
Updates are allowed on RHEL 7.3 Workstation x86_64.

Expected results:
Updates are allowed on RHEL 7.3 Server on all platforms
and on RHEL 7.3 Workstation on all platforms
when logged as user with admin rights.

This is the expected beahaviour, not a bug.
