Description of problem:
KDE spin has Instant Message integration included on the desktop (its icon sits in the Sys Tray by default). Users can configure the instant messenger widget by activate various accounts, but no matter what, the IM widget refuses to sign on, insisting that it has not been configured.

Turns out, for the IM widget to function, the telepathy-accounts-signon package is required. After it is installed (and activated, and a log out / log back in), the IM widget works as expected.

How reproducible:
From default Fedora 23 download/install (64bit DVD torrent), always.

Steps to Reproduce:
1. download https://download.fedoraproject.org/pub/fedora/linux/releases/23/Live/x86_64/Fedora-Live-KDE-x86_64-23-10.iso
2. install
3. log in to desktop
4. configure IM widget in sys tray with your valid IM accounts (I use jabber, google, and kdetalk)
5. attempt to start the IM widget


Actual results:
widget says it is not yet configured, and provides a button to configure (which reveals that it IS configured)


Expected results:
since it's included as part of the default desktop install, it should not require an additional install to function as expected

telepathy-accounts-signon wasn't available when f23 was released, but it should get pulled in when you install updates, in particular, this one:
