I did a test on local x86_64 VM this way:

1. In terminal "yum upgrade" (to see how many updates are available, but cancel the operation).
2. In Settings, switch Gnome to Japanese language (日本語) leaving English/US keyboard layout.
3. Log out from Gnome.
4. Log in to Gnome (now Japanese).
5. Alt+F2
6. gpk-update-viewer

Result: I launched and quitted gpk-update-viewer several times during last 24 hours and always saw the same updates offer as from yum. But I can not be sure it will always work properly.

BTW I think I have seen such strange behaviour (missing updates in gpk-update-viewer) before, even in "English Gnome". But I always presumed this is caused by different repo-metadata-cache of yum and (Gnome)PackageKit. "Refresh Package Lists" in gpk-application could help.

Is there any way to reproduce this bug in a clean VM? In RHEL 7 PK and yum share a cache and so shouldn't get out of sync.

I don't think there is enough debugging information to make out the cause of this problem, sorry.
