This bug tracks the adding of scl-utils and scl-utils-build into RHSCL channel for RHEL 7.

Description of problem:
Bug #1331045 revealed an issue that some packages need scl-utils-build from optional channel, which is a problem, because at least basic collection should not depend on optional channel.

To my knowledge, as the solution for this issue we decided to scl-utils-build into RHSCL channel for RHEL 7, the same it has been done in RHEL-6.
