This is probably the return of the issue we had in 6.1, which is the need to manually update the bundled version of EAP in the installer source.

The problem is not in version.txt file, but the DV as whole is being built with old version of EAP. Specifically EAP 6.4.4 GA.

I will need to work out something with Tom so we can ensure the installer can automatically follow the correct EAP version from the wider build configuration.
