Description of problem:

If you have no projects, after initial login you're presented with a welcome screen that also linked to documentation: https://docs.openshift.com/online/latest/welcome/index.html

This link is a 404 at present.

1. Login, view above URL when no projects exist.
2. Click documentation link.

https://docs.openshift.com/online/welcome/index.html appears valid so it seems the 'latest' is what's throwing it off.
