Description of problem:
Opening https://sat62/katello/providers/redhat_provider when scope is set to "Any Organization" leads to a 500 error

satellite-6.2.0-9.0.beta.el7sat.noarch

How reproducible:
always

Steps to Reproduce:
1. log in to Satellite 6.2 beta
2. in the left upper corner select "Any Organization"
3. browse to Content → Red Hat Repositories

Actual results:
We're sorry, but something went wrong.
500 error logged to production.log

Expected results:
"Select an Organization" screen as happens when you open https://sat62/subscriptions
