Description of problem:

An attempt of an update ends up with:

Error: Transaction check error:
  file /usr/share/man/man8/pam_selinux.8.gz conflicts between attempted installs of selinux-policy-doc-3.13.1-187.fc25.noarch and pam-1.3.0-1.fc25.x86_64

and the whole transanction fails without a manual intervention to force installing these packages.

/usr/share/man/man8/pam_selinux.8.gz has even a different byte count depending a package from which it is coming.  A version from 'man-pages' so far is not there but if we wait long enough ...

We should skip the pam_selinux man page in sepolicy-manpage.

man pages are not generated during build these days. There are shipped in manpages_man.tgz. I guess that this file needs to be regenerated as pam's pam_selinux man pages has probably changed.

Yes, Petr is right. 
There are more pages which need to be regenerated.

We should also revert temporary fix with storing manpages in tgz file. This change was just temporary due to problems with new userspace rebase.

The pam_selinux man page in selinux-policy-doc is apparently copied from older pam release. It needs to be dropped.

rawhide buildroots in koji (not all of them) are broken due this issue, so please fix ASAP

This bug appears to have been reported against 'rawhide' during the Fedora 25 development cycle.
Changing version to '25'.
