Assigning to Lucie for review.

Lucie - the attached engineering bug and its associated Foreman tracker have not progressed in some time, so taking Russell's advice, let's add this to the documentation and come back when and if the new functionality has been implemented.

What it looks like we'll need to do is add a section near "⁠5.1.4. Configuring Email Notifications" in the Server Administration Guide on how to manually trigger email notifications that outlines the above steps.
