We would like to rebase to newer version. Libsolv is the dependency of `hawkey` in RHEL but the main requirement of DNF in EPEL. Without this we cannot update DNF in EPEL [1]. Basically new version of libsolv fixes distro-upgrades which removed accidentally some packages from the system.
