Always

Steps to Reproduce:
1. Navigate to Control->Explorer.
2. Open Conditions accordion.
3. Try to add a new Container Image Condition.

Actual results:
Nothing happened. Container Image Condition creation dialog has not opened.

Expected results:
Container Image Condition creation dialog has opened.

Verified fixed in 5.6.0.8-rc1.20160524155303_f2a5a50.
