Description of problem:
[Network Filter] - New vNIC profiles for new networks created without network filter. 

We should persist our behavior(from previous versions) and add the 'vdsm-no-mac-spoofing' for new vNIC profiles for new networks. New network should have this network filter applied on the vNIC profile by default.

Steps to Reproduce:
1. Create new VM network in 4.0 engine

Actual results:
No network filter in the vNIC profile 

Expected results:
'vdsm-no-mac-spoof' network filter for new vNIC profiles
