Description of problem:
Get statistics from VM or host, under backward compatibility mode of version 3(header of request include Version: 3) failed with 404 Page not found error

How reproducible:
Always

Steps to Reproduce:
1. Run GET request with header that includes Version: 3 on link:
https://your_engine_fqdn/ovirt-engine/api/hosts/host_id/statistics

Actual results:
404 Not Found

Expected results:
Must show all statistics the same as for version 4
