Failure was caused by broken Ceilometer connection via Fog-Openstack (it is not specific for this BZ), details at [1].

Created PR for fog/openstack [2], which fixes it. But real cause of behaviour described in [1] is unknown at this moment.

The new version of fog-openstack (0.1.11) is built and in darga.  Please confirm this can be moved to POST.
