Description of problem:
Can't create VM with disk, it is possible to add the disk only after the VM was created. 

When creating new VM with disk, the next error is shown and the VM created without the disk. 
"Error while executing action: Cannot add Virtual Disk. A disk configured with the "Activate" setting cannot be created as a floating disk."

Steps to Reproduce:
1. Create new VM with disk and approve operation

Actual results:
VM created without the disk and Operation Canceled error is appeared -
Error while executing action: Cannot add Virtual Disk. A disk configured with the "Activate" setting cannot be created as a floating disk. 

Expected results:
Should work as expected.

Michael, are you sure it's the REST as well? By the logs it seems it was only done in the webadmin

In any way if there is an issue with the REST as well please open a separate bug as the fix is definitely not the same

I attached only the ui logs, i think the issue happen via the rest as well, but i'm not sure for 100.

Verified, disk is now created, no such errors.
