Koji/Mock SRPM root.log

When trying to switch Koji/Mock to use DNF for F24 in a private Koji instance where upstream Fedora is an external repository, it always fails when trying to retrieve packages--no such file or directory... See attached example for an SRPM build.

`bseurl` tag in repo is broken. We will investigate.
