Description of problem:
Adding a new Cinder disk to a VM fails

Version-Release number of selected component (if applicable):


How reproducible:
100%

Steps to Reproduce:
1. In webadmin click on a VM in the VMs tab
2. Select the disks sub tab and click on "Add"
3. Select the "Cinder" radio button and create a Cinder disk

Actual results:
The disk creation fails with general engine error

Expected results:
The disk creation should succeed

Verified, ovirt-engine-4.1.0-0.0.master.20160606111312.gitc7af584.el7.centos.noarch

Tested both "Attach" and "Create" cinder disks (VMs tab with sub tab disks, and also with right click edit vm)
