Description of problem: Need to translate drop-down options and some strings on Optimize -> Planning page.

The drop-down menu options are not translated.
Also the string 'Disk space not supported for OpenStack providers' is untranslated under disk space.

How reproducible:
always

Steps to Reproduce:
1. Login with ja_JP or zh_CN locale
2. Go to Optimize -> Planning
3. Observe the drop-down options and strings under disk space.

Actual results:
All the strings are not translated.

Expected results:
All the strings should be translated.

The drop-downs are localized now.
