Is ndctl a requirement for some other package? If so, it should get into compose automatically by dependency resolver.

If not, what RHEL variants and architctures should contain this package?

This was a question that was asked in the Maitai process, so I'm confused about why it's being asked again.

Process issues aside, the answer is yes and no.  ndctl itself is a standalone utility that is used to manage nvdimm devices.  However, it also provides libraries that can be used by other utilities, such as intel's nvdimm management tools that have been proposed for RHEL 7.3 and fedora:

Those other tools may not make it into 7.3, but I expect they will eventually make it into RHEL at some point.

OK, then what RHEL variants and architctures should contain this package?

Great question!  :)

For now, x86_64 only is fine.  As for variants, we expect that NVDIMMs will only be installed in server hardware in the near term, so I guess we can limit this to Server.
