Attempt to create 'legacy' resources for ceilometer failed:

gnocchi-upgrade --debug --create-legacy-resource-types -v
Option "verbose" from group "DEFAULT" is deprecated for removal.  Its value may be silently ignored in the future.

This should be fixed in Gnocchi 2.1.2, just need to rebase the package.

Gnocchi configured to use file backend.

Command """gnocchi-upgrade --debug --create-legacy-resource-types -v""" execured successfully. Legacy resource types created.
