Description of problem:
The puppet-certmonger module that's included in OPM is no longer being maintained and an alternative is needed.


I suggest this one is used instead https://github.com/earsdown/puppet-certmonger

Old module: https://github.com/rcritten/puppet-certmonger (ASL 2.0)
New module: https://github.com/earsdown/puppet-certmonger (ASL 2.0)

Licensing-wise, we're good, maintainer is allowed to update the current puppet-certmonger package with the sources of the new package.
