I want to add, that this project is now in governance.openstack.org (http://governance.openstack.org/reference/projects/index.html) Just to clarify a misunderstanding, RDO is community-led distro, so most packages in RDO are contributed by community. Red Hat doesn't have people assigned to do packages full-time, but the RDO Engineering team is here to foster such contributions. The only requirement is to have someone who willing to maintain the package long-term and fix build failures and all. And as for the client, it has to be reviewed in Fedora as OpenStack clients are supported on Fedora.
