Description of problem:
"yum list all kernel" does not show me all kernel packages I can install.

It is OK to install an older kernel:
# yum -q install kernel-3.10.0-418.el7

But "yum list all kernel" does not show it:
# yum -q list all kernel

Steps to Reproduce:
1. add multiple kernel repos (some with older nvr than currently installed one)

Actual results:
"yum list all kernel" does not show all kernel packages

Expected results:
"yum list all kernel" will show me all available kernel packages

--showduplicates should help you.
