Description of problem:
When I add an oepnstack provider, which has port 8777 not listening I can see in logs, that it is trying to connect ~= 200 times per sec to that port.

1. Add an openstack provider with port 8777 not running

Yes, this has the same reason as BZ1336795. Fix PR https://github.com/ManageIQ/manageiq/pull/9027 is up, but not yet merged.
