ntsysv was a tool used in old rhels during installation. Since that it is only present as a TUI tool for enabling initscripts and chkconfig services.

In the upstream version of chkconfig this tools is also able display systemd services, so let's backport it to rhel as well. 

This can be tested as sanity only, since this tool is only used by administrators directly and any potential issue would be just annoying and could not break existing setups.
