Description of problem:
In the standard RPM install, the permissions on the directories
/var/run/quagga and /var/log/quagga are 755.

This causes quagga to silently fail, as the quagga group needs to
write to these directories, not just the quagga user.

Changing the directories to 770 fixes the problem.

This bug is filed against RHEL 3, which is in maintenance phase.
During the maintenance phase, only security errata and select mission
critical bug fixes will be released for enterprise products. Since
this bug does not meet that criteria, it is now being closed.
