Description of problem:

According to man fdformat, there is no other way to format 1.4M floppy
than "fdformat /dev/fd0H1440", but udev doesn't provide this device.
To format floppy, I had to run MAKEDEV fd. Maybe udev is more correct
component for this bug than util-linux.

which gives me:
# ll /dev/fd*|wc -l
277
devices... uah.. maybe we should hotplug this?

fd is not supported by hotplug :(

Your command is not correct

ll /de/fd0* | wc -l
37

much more friendly than 277
