Description of problem: Explicitly declaring a config file using the --config flag does not warn the user if the config file does not actually exist.

Actual results:
lorax uses the default options.


Expected results:
lorax warns the user that the config file they specified does not exist and exits.

Verified on lorax-19.6.74-1.el7.x86_64, lorax warns user: "lorax: error: config file xxxxx doesn't exist" and exits.
