Description of problem:
Attaching subscriptions to a deployment is broken as of the Sat6.2
upgrade. 

How reproducible: 100%


Steps to Reproduce:
1. Create new SMA, no subscriptions
2. Perform connected deployment, attach subscriptions
3. Execute deployment, the subscriptions are not added to the
SMA.

Actual results:
Specified subscriptions are not added to the manifest before deployment.

Expected results:
Specified subscriptions should be attached to manifest before deployment

Additional info:
Caused during 6.2 update, PUT subscriptions/:id 500s. fusor_subscriptions table is never updated with desired attachments, therefore it's impossible to attach them during ManageManifest task

This fix has been in the iso for about a month and the bz it blocks is verified. Pushing to ON_QA
