The request is really for a single CA, not multiple. The changes are a bit extensive to make this happen, and there's a few ways we could do it. https://bugzilla.redhat.com/show_bug.cgi?id=1233302 proposes centralizing the CA on the Satellite and setting up the proxy feature that Puppet supports. Another alternative is latching on to the Satellite consumer certificates and using these for Puppet, I think I'd prefer that, but https://bugzilla.redhat.com/show_bug.cgi?id=1391206 needs fixing first.
