Description of problem:
This commit introduces runtime dependency on pkg-config gem:

https://github.com/sparklemotion/nokogiri/commit/828a1c88087d72a6a89080dd02f2258c18e4b70a

From my POV, this is very questionable upstream decision. Nonetheless, I am sure we don't need this dependency on Fedora. Please remove it.

Actually, the dependency might be dropped upstream:
