I am also affected by this bug. It happens when I add the following line into [fedora] section of /etc/yum.repos.d/fedora.repo in Fedora 24:

  exclude=hamster-time-tracker

and execute "pkcon refresh" command. This command passes without killing packagekitd daemon when the "exclude" line is not present.
