Always

Steps to Reproduce:
1. Settings -> Configure -> Settings 
2. Details -> Region
3. Change region name

Actual results:
Region name didn't change. It had changed its name for the first tried name, when I tried like five times to change it to something.

It looks like it changes its name but like after 15 minutes...

Verified in 5.7.0.3. Region description was changed immediately.
