Description of problem:

During the installation of oVirt engine 4.0 (yum install ovirt-engine), I see the following messages in the console:

==> default: libsemanage.semanage_reload_policy: load_policy returned error code 2.
==> default: SELinux:  Could not downgrade policy file /etc/selinux/targeted/policy/policy.29, searching for an older version.
==> default: SELinux:  Could not open policy file <= /etc/selinux/targeted/policy/policy.29:  No such file or directory
==> default: /sbin/load_policy:  Can't load policy:  No such file or directory

Please note that also ovirt-vmconsole has some trouble when SELinux is disabled:

This has happened upgrading from 3.5 to 3.6:
