Description of problem:
For some reason /etc/sysconfig/libvirtd is labeled bin_t rather than etc_t.  It does not have the executable bit set, so that doesn't make much sense.  As a result of this bug I have to allow things that normally write to etc_t files to also write to bin_t files.

1. matchpathcon /etc/sysconfig/libvirtd


Actual results:
/etc/sysconfig/libvirtd	system_u:object_r:bin_t:s0


Expected results:
/etc/sysconfig/libvirtd	system_u:object_r:etc_t:s0
