Access to pcscd is controlled by polkit, but nothing in its dependency
chain pulls polkit in, so a dependency is needed in order to access to
pcscd to succeed.

'git am'able fix attached along with a couple of while-at-it trivial
changes, let me know if you'd like me to push and build this for
devel.
