Description of problem:

Currently, QCI has the ability to deploy multiple virtualization providers in a single deployment (OSP, RHEV), but it only deploys one CFME appliance to manage them. As of CFME 4.x, a single appliance (with the minimum memory requirement) managing more than one provider is very likely to hit performance issues. A better minimum would be one CFME appliance per provider, with the appliances grouped together under a single region.
