Description of problem:

If xml definition of a domain contains a USB keyboard device:

    <input type='keyboard' bus='usb'/>

libvirt fails to start the domain:

# start fedora23-wor
error: Failed to start domain fedora23-wor
error: operation failed: job: unexpectedly failed

Here is the log:

    domain_conf: fix migration/managedsave with usb keyboard

Needs to be backported to Fedora.  Assigning to Cole in order to handle the fedora package.
