Description of problem:

After upgrading from 3.6 to 4.0 I get the following error after a successfull login:

The user admin@internal is not authorized to perform login 


Version-Release number of selected component (if applicable):

4.0.0.6

How reproducible:

Upgrade ovirt-engine from 3.6 and login to the Portal


Steps to Reproduce:
1. Install 4.0 packages
2. Run engine-setup
3. Login to portal

Actual results:

Successfull login to page with the following message:

The user admin@internal is not authorized to perform login 


Expected results:

Get the oVirt Dashboard.

This is fixed as the install went corrupted and the import was not OK.

Done a new installation.
