Description of problem:
The RH Ansible engineering team wants all Red Hat layered products to move to Ansible 2. Currently ceph-ansible depends on Ansible 1.9.

Version-Release number of selected component (if applicable):
ceph-ansible-1.0.5-24.el7scon

How reproducible:
always

Steps to Reproduce:
1. yum install ceph-ansible
2. rpm -qv ansible

Actual results:
Ansible 1.9 is installed as a dependenccy

Expected results:
Ansible 2.x is installed as a dependency (2.1 is the latest today).

I have received guidance that 2.2 would be best because many of the routines are being refactored for better performance. This should be considered in the decision going forward. Is it technically feasible?
